Job Title: HSE Officer – Transport

Department: Dangote Sugar Refinery Plc – Transport Division
Location: Ogere, Ogun State, Nigeria

Job Purpose:

To ensure the effective implementation and monitoring of the company’s Health, Safety, and Environmental (HSE) policies and procedures within Dangote Sugar Refinery Plc. The HSE Officer promotes a proactive safety culture, ensures compliance with statutory regulations, and supports continuous improvement in road transport safety performance.

 

Key Responsibilities:

1. HSE Compliance & Implementation

  • Enforce adherence to the Dangote Sugar Refinery (DSR) HSE policies, standards, and transport safety procedures.
  • Conduct routine inspections of trucks, workshop equipment, and operational areas to ensure compliance with safety requirements.
  • Monitor drivers’ adherence to journey management and night driving restrictions.
  • Assist in the implementation of the DSR Transport Safety Management System and associated operational controls.

2. Risk Assessment & Incident Prevention

  • Conduct Job Hazard Analysis (JHA), route risk assessments, and identify unsafe acts or conditions.
  • Recommend corrective and preventive actions to mitigate identified risks.
  • Ensure availability and use of Personal Protective Equipment (PPE) and other safety devices such as reflective cones, fire extinguishers, and warning triangles.

3. Incident Investigation & Reporting

  • Participate in accident/incident investigations to identify root causes and develop action plans for recurrence prevention.
  • Maintain accurate and timely records of incidents, near misses, and unsafe observations in line with company reporting standards.
  • Follow up on the implementation and closure of corrective actions.

4. Training & Awareness

  • Conduct safety inductions for new drivers and contractors.
  • Deliver periodic toolbox talks, defensive driving awareness, and refresher training sessions.
  • Support driver competence evaluations and certification programs.

5. Monitoring & Auditing

  • Support HSE audits of transport operations and ensure compliance with internal and regulatory standards.
  • Monitor GPS tracking reports to identify non-compliance with route plans and speed limits.
  • Assist in preparing weekly and monthly HSE performance reports for management review.

6. Emergency Preparedness & Response

  • Ensure that emergency procedures and response plans are communicated and practiced at depots and checkpoints.
  • Coordinate emergency drills, and first aid readiness.

Key Performance Indicators (KPIs):

  • Reduction in vehicle-related incidents and near misses.
  • Compliance rate with DSR transport HSE procedures.
  • Timely submission and closure of corrective actions.
  • Percentage of drivers trained and certified.
  • HSE audit scores and safety observation trends.

Qualifications & Experience:

  • Bachelor’s Degree or HND in Environmental Science, Safety Management, Engineering, or related field.
  • Minimum of 3–5 years’ experience in HSE roles within transport or logistics operations (FMCG or manufacturing sector preferred).
  • Professional certifications such as ISPON, NEBOSH, or HSE Level 1–3 are added advantages.
  • Good knowledge of Nigerian road transport regulations and safety standards.
  • Strong communication, observation, and reporting skills.
