Job Summary
The Decarbonization Manager is responsible for driving the refinery's decarbonization agenda through the development and execution of emissions reduction strategies, carbon management programmes, and energy efficiency initiatives. The role leads the identification, assessment, prioritisation, and implementation of projects aimed at reducing the refinery's carbon footprint while supporting operational excellence and business objectives. The incumbent oversees greenhouse gas emissions management, emissions reporting, carbon reduction project development, climate-related performance monitoring, and evaluation of emerging low-carbon technologies. The role works closely with Operations, Maintenance, Utilities, Projects, Engineering, Finance, and other functions to embed decarbonization principles across the business.
Key Duties and Responsibilities
1. Support the development and implementation of the refinery's decarbonisation roadmap and emissions reduction strategy.
2. Identify opportunities and practical pathways for reducing Scope 1, Scope 2, and relevant Scope 3 greenhouse gas emissions. 3. Establish decarbonisation targets, initiatives, implementation plans, and performance milestones.
4. Monitor progress against approved emissions reduction targets and recommend improvement actions.
5. Oversee the measurement, monitoring, and reporting of greenhouse gas emissions across refinery operations.
6. Ensure the accurate preparation and maintenance of Scope 1, Scope 2, and applicable Scope 3 emissions inventories.
7. Maintain emissions baselines, forecasting models, and carbon performance databases.
8. Ensure compliance with the GHG Protocol, ISO 14064, IPCC Guidelines, and other applicable carbon accounting standards.
9. Coordinate greenhouse gas verification, validation, assurance, and audit activities.
10. Identify, evaluate, and prioritize carbon reduction opportunities across refinery operations and supporting functions.
11. Lead the implementation and monitoring of decarbonisation projects and carbon reduction programmes.
12. Develop business cases and technical evaluations for decarbonisation investments and low-carbon technologies.
13. Track carbon abatement opportunities, implementation costs, and realized emissions reductions.
14. Collaborate with Operations, Utilities, and Technical Services teams to identify and implement energy efficiency improvements.
15. Support optimization of fuel, steam, power, and utility systems to improve energy and carbon performance.
16. Evaluate opportunities for cleaner technologies, renewable energy integration, and alternative fuel adoption.
17. Support climate risk assessments, climate resilience planning, and adaptation initiatives.
18. Contribute to climate scenario analysis and the evaluation of physical and transition climate risks.
19. Provide emissions and decarbonisation data for sustainability reporting and ESG disclosures. 20. Contribute to reporting requirements under IFRS S2, GRI, CDP, and other relevant climate disclosure frameworks.
21. Develop and maintain decarbonisation dashboards, carbon performance scorecards, and monitoring tools.
22. Analyse emissions and operational data to identify trends, performance gaps, and improvement opportunities.
23. Engage internal and external stakeholders to drive emissions reduction initiatives and climate-related programmes.
24. Ensure compliance with climate-related regulations, corporate requirements, and emerging carbon management standards.
25. Supervise, coach, and provide technical guidance to the GHG Analyst while supporting climate capability development across the refinery.
26. Benchmark refinery decarbonisation performance against industry best practices and support long-term energy transition and net-zero initiatives.
Key Requirements
Education and Work Experience
• Minimum of a bachelor’s degree in engineering, Environmental Science, Quality Management, Industrial Technology, Business Administration, Occupational Health & Safety, or a related discipline.• Preferred: Master’s degree in engineering, Quality Management, Environmental Management, Sustainability, Business Administration (MBA), or a related field.
• Minimum of 7-10 years relevant professional experience in Quality, Environmental, Health & Safety, Energy Management Systems, Integrated Management Systems, Sustainability, or related disciplines.
• Minimum of 3-5 years hands-on experience coordinating, implementing, maintaining, or improving ISO Management Systems.
• Experience within the refining, petrochemical, oil and gas, manufacturing, energy, mining, cement, or other heavy industrial sectors.
• Demonstrated experience implementing and maintaining management systems aligned with ISO 9001, ISO 14001, ISO 45001, ISO 50001, and other relevant international standards.
• Proven experience supporting internal audits, external audits, certification audits, surveillance audits, recertification audits, and management review processes.
• Experience developing management system documentation, procedures, process maps, corrective action plans, and continual improvement programmes.
• Strong understanding of compliance management, risk-based thinking, performance monitoring, and management system integration.
• Experience working with cross-functional teams to drive operational excellence, continuous improvement, regulatory compliance, and management system effectiveness.

• Ability to translate corporate climate ambitions into practical, technically feasible decarbonisation programmes that deliver measurable emissions reductions while maintaining operational reliability and competitiveness.
• Strong understanding of refinery processes, energy systems, greenhouse gas accounting, and carbon abatement technologies, with the ability to identify, evaluate, and prioritize emissions reduction opportunities.
• Commercial and analytical capability to develop robust business cases for decarbonisation investments, balancing carbon reduction benefits against capital costs, operational constraints, and economic returns.• Ability to influence cross-functional teams and drive execution across Operations, Maintenance, Engineering, Utilities, Projects, and Finance to embed decarbonisation objectives into business activities
• Strong capability in carbon performance monitoring, emissions forecasting, data analysis, and climate-related reporting to support informed decision-making and credible disclosure.
• Ability to assess climate-related risks, opportunities, and emerging technologies, translating external developments into practical actions that strengthen the refinery's long-term resilience and transition readiness.
• Leadership capability to build internal carbon management expertise, foster a culture of continuous improvement, and drive innovation in support of the refinery's decarbonisation and energy transition objectives.
