Job Summary
We are seeking a dedicated Procurement Officer at Okpella Cement Limited who will be responsible for supporting procurement activities to ensure the timely, cost-effective, and compliant acquisition of goods, materials, equipment, and services required for plant operations. The role involves vendor sourcing, purchase requisition processing, quotation analysis, purchase order follow-up, supplier coordination, documentation, and compliance with company procurement policies and procedures.
Key Duties And Responsibilities
- Process purchase requisitions and ensure timely conversion to requests for quotation, purchase orders, or other approved procurement actions in line with company procedures.
- Source, evaluate, and recommend suitable suppliers and service providers based on price, quality, availability, delivery timeline, and compliance with company requirements.
- Obtain and analyze quotations, prepare comparative bid analysis, and support negotiation processes to achieve cost savings and value for money.
- Follow up with suppliers, vendors, and internal stakeholders to ensure timely delivery of goods, materials, equipment, and services required for plant operations.
- Maintain accurate procurement records, including requisitions, quotations, purchase orders, delivery documents, vendor correspondence, and other related documentation.
- Monitor open purchase orders, pending deliveries, supplier performance, and procurement status updates, and escalate delays or issues where necessary.
- Collaborate with stores, finance, user departments, logistics, and other relevant teams to resolve procurement, delivery, invoice, and payment-related matters.
- Ensure compliance with company procurement policies, approval limits, ethical standards, internal control requirements, IMS standards, safety guidelines, and statutory regulations.
- Prepare periodic procurement reports, vendor updates, cost analysis, savings reports, and other management information to support decision-making.
- Perform any other duties as may be assigned from time to time by the Head of Procurement or Sectional Head.
Requirements
Education and Work Experience
- First degree or Higher National Diploma in Procurement, Supply Chain Management, Business Administration, Accounting, Economics, Engineering, or a related field.
- Relevant professional certification such as CIPS, CIPSMN, or related procurement/supply chain certification will be an added advantage.
- Minimum of three (3) to five (5) years of progressive experience in procurement, purchasing, supply chain, vendor management, or contract administration, preferably within manufacturing, cement, construction, or heavy industrial environment.
Skills And Competencies
- Good knowledge of procurement processes, supplier sourcing, quotation analysis, purchase order management, vendor evaluation, and contract administration.
- Strong analytical, negotiation, problem-solving, planning, and organizational skills.
- Ability to manage multiple procurement requests, meet deadlines, and follow up effectively with suppliers and internal stakeholders.
- Good communication, interpersonal, documentation, and report writing skills.
- Proficiency in Microsoft Office tools, procurement systems, ERP/SAP applications, and records management.
- High level of integrity, accountability, confidentiality, professionalism, and commitment to cost efficiency and service excellence.
